The package covers documentation for early childhood supports under registration group 0118, including capacity building supports for children under 9 with permanent and significant disability or developmental delay. This may include allied health therapy delivered by professionals such as Speech Pathologists, Occupational Therapists, Psychologists and Physiotherapists, as well as key worker support for the child’s family and carers. It also covers family capacity building in home, community and early childhood education settings, and Disability-Related Health Supports where they relate to a participant’s significant and permanent functional impairment. All supports are delivered in line with the NDIS Commission’s NDIS Practice Standards for Early Childhood Early Intervention under Module 3.

NDIS providers must ensure early childhood supports are delivered by suitably qualified and competent workers who meet the NDIS Practice Standards for Module 3. Depending on the support being delivered, this may include qualified allied health professionals or early childhood educators with current registration, membership or accreditation through their relevant professional body, such as AHPRA, Speech Pathology Australia, AASW, Dietitians Australia, ESSA, PACFA, ACA, Developmental Educators Australia, or ANZACATA.

Your audit pathway depends on your entity type and registration scope. If you register as a company, the Certification pathway applies, and you will be audited against the NDIS Practice Standards for the Core Module and Module 3. If you register as an individual or partnership for Early Intervention Supports for Early Childhood only, alongside any other Verification registration groups, the Verification pathway may apply. In this case, you will be audited against the Verification Module, Module 3, and one Core Module standard: Freedom from violence, abuse, neglect, exploitation or discrimination. This combined approach is commonly known as “Modified Certification”. Both pathways are legitimate; however, the documentation required alongside Module 3 differs. Companies need Core Module documentation, while individuals and partnerships need Verification Module documentation and documentation addressing the specific Core Module standard above.

Thriving Kids is a national system of supports for children aged 8 and under with developmental delay and/or autism who have low to moderate support needs, as well as their families, carers and kin. It operates separately from the NDIS. NDIS Early Childhood Supports under Module 3 continue to apply to children with permanent and significant disability, and to children aged 9 and under with developmental delay and/or autism who have substantially reduced functional capacity and high support needs. These children may remain eligible for the NDIS, subject to the usual access and eligibility arrangements. If your service only supports children with low to moderate needs, it may fall under Thriving Kids rather than NDIS Module 3.
